INTERNATIONAL FOLK FESTIVAL

" DUKAT FEST"

RULES FOR COMPETITION PART OF THE FESTIVAL

ARTICLE 1

These rules define the competition part of the International Folklore Festival "Dukat fest" ( further--- Festival) .
Festival is organized by UG " Misija nt" ( further ---Organizer ).
Festival will be held once a year.

PARTICIPANTS OF THE FESTIVAL

ARTICLE 2

Folklore ensembles from all over the world can registration form for participation. It is necessary for all participants, by propositions of the Festival, by December 31, 2009. to deliver a short biography of the ensemble and DVD with folk dance they will perform at the Festival then 8 minutes.
Final selection of the folklore ensembles will be made by Organizer.

ARTICLE 3

Number of participants in ensemble must not be more than 30 people, including dancers, singers and musicians.
Only folk instruments are allowed for instrumental escort. Matrix is forbidden.
At the competition part of the Festival " Dukat fest" ensemble will perform one or more dances inside 8 minutes.

ARTICLE 4

Every ensemble while on main stage must have national flag of its country.

JURY

ARTICLE 5

Folklore ensembles, participants of competition part of he Festival, will be evaluated by five members of the jury. Jury must have at least two members from our country. They will be selected by Organizer, and it is necessary for them to possess certain degree in ethnology, ethnomusicology, ethnocoreology and folkloristic. Foreign members of the jury will be selected by Organizer by recommendation of IOV-a ( International Organization for Preservation of Folklore Art by UNESCO with seat in Austria ). It is necessary for them to possess certain degree in ethnology, ethnomusicology, ethnocoreology and folkloristic. They must be from countries with different cultural heritage.

ARTICLE 6

Every member of jury decides independently, regarding his expertise, reputation and authority.
Every member of jury must afterwards sign his evaluation forms.
Every member of jury, including chairman, is equal in voting for participants of competition part of the Festival.

ARTICLE 7

The work of the jury will be coordinated by jury chairman.
Chairman will be chosen by Organizer from members of the jury from our country.
Chairman is obligated to sign voting report, made in consideration of voting of the other members of the jury, and hand it over to Organizer.

EVALUATION

ARTICLE 8

Jury will evaluate ensembles in 3 categories:
best performance ( coordination )
best authenticity
best style
The winner of the Grand Prix will be winner of the "best performance" prize.

ARTICLE 9

Every member of the jury evaluates all the participants in all categories grades from 1-5, 5 being top grade.
Final grade of participant in each category is sum of grades given by all members of the jury in that category.
Winner of category is participant with biggest sum of grades in that category.
When more participants have equal sum of grades, winner is one who has more of higher grades.

ARTICLE 10

One participant can win in only one category.
If one participant wins in "best performance" category, and one or both others, they would be pronounced as winner only of "best performance" category and winner of the Grand Prix, and as winner/s of other categories/s would be pronounced participant/s with second highest sum of grades.
If one participant wins in categories "best authenticity" and "best style" they would be pronounced as winner in category with more highest grades, and as winner of other categories would be pronounced participant with second highest sum of grades.
In case of any unpredicted events, jury will make decision as they see fit, on recommendation of chairman.

ARTICLE 11

All participants will receive diplomas.
Best performance will be rewarded with 1000 EUR. Authenticity and style will be rewarded with gift packages.

FINAL PROVISIONS

ARTICLE 12

These rules about competition part of the Festival was made by PR "Misija nt", after consulting IOV with seat in Austria.

ARTICLE 13

These rules will be announced at the web page of the International Folklore Festival " Dukat fest"
( www.iff-dukat.com ) to ensure regularity of the competition part of the Festival.

ARTICLE 14

Any change of these rules are under authority of Organizer, and they will be published in due time.
Change of rules will not be valid for Festival when registration of participants begins.
